The conversation might not be recorded or listened in on, if both you and the other party arent currently surveiled, and neither of you are connected to anyone being surveiled, and you’re not calling from or to and area currently being monitored for any reason. Or it might just be recorded because doing so is trivial and storing the audio and transcript is cheap.
The only reason calls over a PSTN are better than text messages, Signal or otherwise, is they can’t be screenshot and shared by the other person. Anything they try to use out of the call is a he-said-she-said situation.
