To my knowledge it is? Or at least it influences the final result - poverty will completely nullify any genetic advantage, but in higher socioeconomic backgrounds there is a correlation between the intelligence of parents and their adult children.
Under capitalism socioeconomic factors definitely play the biggest part in intelligence so I still get what you mean, but I’d say it’s more liberal idealism than actually eugenicist.
