If the game does not run, why don’t hey take it down from Steam?
I have no idea, and honestly it’s one of the things I dislike Steam for (whereas I’m otherwise mostly positive about it). It’s not an isolated phenomenon either: a ton of old games that you can still buy on Steam literally won’t even launch. That’s why you should always buy retro on GOG.
Steam charging real money for a product that doesn’t work without clearly stating so on the store page is definitely the fault of Steam. A store is responsible for the product it sells.

At least with the GOG preservation program there’s an incentive to keep the game working over time, and another reason to donate to it when buying.

It wasn’t retro when I bought it though
I’ll allow it.
Well, I don’t think it’s fault of Steam that a game does not launch. The publisher needs to take it down.

It’s the developers or publishers fault, not Steams fault.
